How to Register in SABER Platform - Complete Guide

SABER is the electronic platform of the Saudi Standards, Metrology and Quality Organization (SASO). Any consumer product subject to technical regulations must be registered here before entering Saudi Arabia.

What is SABER?

SABER (سابر) is the official conformity assessment platform that:

• Registers manufacturing facilities and traders
• Records product specifications
• Issues Product Certificates (PC) and Shipment Certificates (SC)
• Links electronically with FASAH (customs platform) since 2020

Products Requiring SABER Certification

The following product categories are subject to SABER:

• Home appliances and electronics
• Automotive spare parts
• Building materials
• Toys
• Textiles
• Electrical tools
• Consumer chemical products
• Cosmetics

Step-by-Step Registration

Step 1: Establishment Registration

You’ll need:

• Saudi Commercial Registration (CR)
• Saudi Tax Number
• Business activity matching product type
• Authorized signatory information

Time: 1-3 business days

Step 2: Product Registration

For each product, provide:

• Product name (English + Arabic)
• HS Code
• Technical specifications
• Country of origin
• Manufacturer details
• Photos and labels

Time: Same day if all info ready

Step 3: Conformity Assessment Body (CAB) Selection

Choose a SASO-accredited CAB:

• TÜV SÜD
• SGS
• Bureau Veritas
• Intertek
• Or another accredited body

The CAB will:

• Review your technical documentation
• Conduct laboratory tests (if required)
• Issue Product Certificate

Time: 1-4 weeks depending on product complexity

Step 4: Issue Product Certificate (PC)

After successful assessment:

• Fee: 500 SAR (excluding VAT)
• Validity: Varies by product (typically 1-3 years)
• One PC per product model

Step 5: Shipment Certificate (SC)

For each new shipment:

• Fee: 350 SAR (excluding VAT)
• Time: 1-3 business days
• Must reference an active PC

Common Mistakes to Avoid

1. Wrong HS Code

Wrong classification leads to:

• Certificate rejection
• Wrong duty calculation
• Customs delays

2. Missing Test Reports

Each product type has specific testing requirements. Missing reports = rejection.

3. Insufficient Technical Documentation

SASO requires detailed technical files. “Marketing brochure” is not enough.

4. Choosing Wrong CAB

Not all CABs handle all product types. Verify accreditation scope.

5. Late Application

Apply BEFORE shipping. Trying to register while goods are at port = costly demurrage.

Self-Declaration Option

Some products allow Self-Declaration of Conformity:

• Lower-risk products
• Manufacturer takes full responsibility
• No CAB testing required
• Still requires SC for each shipment

⚠️ Self-declaration is not suitable for safety-critical products.
